Signatories: National Institute of Geographic Information of the Republic of Korea, Topographic and Geodetic Republican Unitary Enterprise “Belgeodeziya” (Republic of Belarus), National Infocommunication Holding “Zerde” JSC (Republic of Kazakhstan), National Company “Kazakhstan Garysh Sapary” JSC (Republic of Kazakhstan) and State Enterprise “National Cartographic and Geodetic Fund of the Republic of Kazakhstan”. Also, the text of the Memorandum will be officially sent to Rosreestr of the Russian Federation for further consideration of the possibility of joining it.The Memorandum was signed as part of the 2nd International Conference on the creation of the Eurasian Spatial Data Infrastructure held on July 27-29, 2016 in Astana, the capital of Kazakhstan. The event was attended by delegations from Belarus, Russia, Korea, Kyrgyzstan, Uzbekistan and Kazakhstan.The purpose of the functioning of the Eurasian technological platform is to increase the efficiency of interaction between all stakeholders based on the potential of the participating countries to stimulate mutually beneficial innovative development and increase the competitiveness of national economies.Spatial data infrastructure (SDI) is a set of spatial information resources, organizational structures, legal and regulatory mechanisms, technologies for creating, processing and exchanging spatial data that provide wide access and efficient use of spatial data by citizens, business entities and authorities. According to the participants of the conference, when the Eurasian spatial data infrastructure is included in the Eurasian technological platform of the Eurasian Economic Union, systematic work will be ensured to accumulate advanced national and world achievements, mobilize scientific potential for the joint solution of applied problems for the development and implementation in all areas of the economy.
During the conference, negotiations were held during which the issues of the vision of the Eurasian Spatial Data Infrastructure by its participating countries, the goals pursued by the creation of the EIDI, were discussed, and it was also decided to create a working group to develop the concept of the Eurasian Spatial Data Infrastructure Project. JSC National Infocommunication Holding Zerde (Kazakhstan) will be responsible for coordination and communication of the working group. Members of the working group from the countries that are members of the Eurasian Economic Union (the Kyrgyz Republic, the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation) were instructed to study the issue of initiating the creation of a Eurasian technological platform within the framework of the Eurasian Economic Union.In addition, the participants of the conference reached an agreement on cooperation with the national agencies of Korea under the EIDI program in order to study the experience of this country in creating a national SDI, etc.Another result of the conference for the Belarusian side was the signing of the Cooperation Agreement by the leading Belarusian topographic and geodetic enterprise RUE “Belgeodeziya” and the Kazakh joint-stock company
The initiative The creation of the UIPD based on the Eurasian technology platform is of interest to the Republic of Belarus, first of all, as an object of the innovation infrastructure of the member states of the Eurasian Economic Union and the definition of an authorized body from the Republic of Belarus to coordinate the activities of the Eurasian technology platform on its territory.The development of the concept of creating a national SDI will make it possible to proceed to the updating of the regulatory framework and the unification of standards in the formation and provision of spatial data on the territory of the Republic of Belarus and in the future to exclude multiple duplication of spatial information, leading to the emergence of topologically incorrect spatial data, as well as significant financial losses.The cost reduction for the creation and use of spatial data will be ensured, and their accuracy characteristics will increase. At the same time, conflict situations will be prevented in the planning and implementation of the activities of various business entities in the same territory and a single information space will be created in the country.The 3rd International Conference on the Creation of the Eurasian Spatial Data Infrastructure is tentatively scheduled to be held in the Kyrgyz Republic in a year. However, specialists may return to the development of the EIPD in November of this year, during the conference “Space Days in Kazakhstan”.
